As per a new report by Ontario Immigrant Nominee Program in 2018, 6850 nominations were issued by Ontario for Canadian permanent residence in which half of the nominations were for the candidates in the federal Express Entry system. The program which is also known as OINP lets Ontario to nominate a certain number of economic immigration candidates every year for Canadian permanent residence. The most significant part of the federal Provincial Nominee program is OINP which evenly distributes the economic benefits of immigration across Canada and works with territories and participating provinces. According to the report published in February, 6850 nominations allotted to Ontario in 2018 will turn into 13,571 new immigrants along with dependents and accompanying spouses.
Express Entry nominations
In 2018, approximately 50 percent of the nominations issued were received by the candidates in the Government of Canada’s Express Entry system. The OINP got three immigration streams which include French-Speaking Skilled Worker, Skilled Trades and Human Capital Priorities and aligned with Express Entry system. The streams let the OINP find the Express Entry pool for those candidates who meet the eligibility criteria and later invite them to apply for the provincial nomination and get permanent residence.
The most active stream is the Human Capital Priorities Stream which issued 2,190 nominations the year 2018. While the Skilled Trades Stream issued 648 nominations, 387 nominations were issued by the French-Speaking Skilled Worker Stream. Eligible candidates must submit an Express Entry profile to be considered for any of the Ontario’s Express Entry streams.
Candidates with a job offer in technology-related occupations or work experience received a quarter of nominations. According to the OINP report, these occupations consist of computer programmers, technology consultants, software engineers and designers, interactive media developers and IT systems analysts.Top 10 Countries of Birth

India-origin nominees got highest nominations
In 2018, the nominees of Ontario belonged to 147 countries. Candidates hailing from India got the highest number of nominations than from any other country. Immigration candidates from India grabbed whopping 2651 out of 6,850 nominations issued by Ontario which is approximately 39 percent of total nominations. 1424 nominations went to candidates from China which constitute 21 percent of total nominations.
Before being nominated, only 36 percent of nominees got a job offer, and among the eight non-business streams which issued nomination, only three need a job offer. Among the eligibility requirements, job offer is not listed by three Express Entry-aligned streams of the OINP.
The Human Capital Priorities Stream got built-in flexibility which lets it aim for Express Entry candidates according to the labor market requirement in Ontario. OINP made the best use of this on three occasions to target Express Entry candidates in 2018 with a job offer.
The Master’s Graduate and Ph.D. Graduate streams are the other Ontario immigration streams which issued nominations in 2018 and need no job offer. Those graduates who got a degree with a minimum of one academic year (full-time study) from an eligible university in Ontario can avail these streams.
According to Ontario, nomination allocation of 2019 is yet to be received from the federal government. However, this did not stop the OINP from issuing invitations. The three Express Entry-aligned streams are active this year as they issued 2,053 invitations to apply for provincial nomination. The Human Capital Priorities Stream issued 1,493 invitations in one draw which was held on January 14th.
